Owen is a blond Midland noble who bears himself like a hardened officer. He climbs from commanding the kingdom's Toumel Knights to the rank of general and, by the Fantasia Arc, to captain of the castle guard in the newly raised capital of Falconia.
A loyal friend to Laban, Owen has scant patience for Midland's scheming nobles, whom he sees treating a dying people as mere numbers while lifting themselves above a ruined kingdom. When the Kushan Empire attacks, he urges his peers to close ranks for Midland instead of chasing personal gain, and after Griffith returns at Princess Charlotte's side, he pushes the other lords to recognize what the two of them mean for stirring the people to strength. Though he admires Griffith, he feels the uncanny aura the man gives off since his incarnation, and he pities the timid Charlotte, so young to shoulder the burden of Midland's plight.

In the Golden Age Arc, Owen sits among the Midland commanders debating the assault on Doldrey and watches the King charge the Band of the Falcon with seizing the fortress. He and Laban voice their hopes for Griffith, and Owen notes the White Falcon's strange presence. He attends the feast after Doldrey falls, credits Laban's foresight in backing the band, and is struck dumb when Griffith receives the realm's highest noble rank. When Griffith abruptly collapses as though dead, he and Laban have the exits sealed.
In the Conviction Arc, with the dying King calling for Charlotte, Owen is dispatched to fetch her and hears the former minister Foss murmur that the Falcon will come again. Remembering the shared hawk dream that swept the realm, he rides to her chambers but is barred at the door. Come the Millennium Falcon Arc he is in Vritannis, breaking up a brawl between two noblemen and imploring the Midland lords to unite and retake their homeland, all the while fretting over whether Laban slipped safely into Wyndham. During the assault on the city he approaches Guts, knowing him from his time as the band's Raiders' Captain and pressing for news of Griffith, though Guts reveals little. As the huge Kushan army bears down and the reborn Falcon band arrives to force a stalemate, Owen marvels that Griffith now seems past the reach of ordinary men, and he silences the nobles balking at Charlotte's choice to join that band.
Marching toward the reckoning with Ganishka, Owen decides he and his men owe Griffith thanks for the chance to see Midland again, and he warmly hails Laban among Wyndham's evacuated citizens. Set to guard Charlotte, the Pontiff, and the refugees, he is rattled by the War Demons in their released forms until Sonia's telepathic command orders the humans to hush, and he holds firm against Ganishka's spawn before witnessing the Astral World's Great Wave and the rise of Falconia. In the Fantasia Arc he greets the newly arrived Rickert, leading him through the citadel and explaining the rite in which grieving refugees bid farewell to those lost on the road, then leaves to handle an intruder. Later he joins a council of Falconia officials, raising the city's mounting policing and economic troubles and the danger posed by its swelling quarters of migrants and refugees.
