Character

Sailor Phi is Sailor Galaxia's highest-ranking follower in the Crystal telling of Sailor Moon Cosmos. A Star Gardener and commander of the Sailor Animamates, she cultivates Garden Crystals at Galactica Palace and carries out executions on Galaxia's behalf.

Pale green hair gathers into a cone-shaped bun above Sailor Phi, topped by a yellow fringe of short curls with longer strands trailing from the knot, and her dark green eyes echo her costume. A headpiece, choker, and earrings adorn her, and her midriff-baring top resembles Sailor Chi's. Two belts, one at her skirt's waist and one beneath her top, each carry pairs of sun-shaped jewels. Her long skirt splits down both legs into jagged hems lined in dark mustard yellow, and green heeled sandals with twin straps show white jewels and a central brown stone. She wears the Galactica bracelets and carries a golden staff.

Phi is defined by absolute devotion to Galaxia, whom she serves as chief lieutenant. She lowers to one knee whenever she addresses her mistress, a gesture of loyalty and submission, and she takes open delight in the prospect of harvesting new Sailor Crystals for Galaxia's pleasure. Failure among her subordinates draws apologies from her rather than defiance, and she shows no mercy toward those she judges useless.

Phi stands as Galaxia's top servant in Shadow Galactica, commanding the Animamates and, together with her twin Sailor Chi, raising Garden Crystals in the Star Garden of Galactica Palace. Like Chi, her beginnings are unknown. She first appears apologizing for the failures of Iron Mouse and Aluminum Siren, and Galaxia praises her for gathering the Mercury and Jupiter Crystals. Though Galaxia dismisses the Animamates as no match for the Solar System Guardians and Starlights, Phi promises to send them after the remaining Sailor Crystals for her mistress's amusement, and she also presents Tin Nyanko to Galaxia before witnessing her execution.

Once Lethe and Mnemosyne choose to let Eternal Sailor Moon pass, Phi and Chi appear over the Desert River of Oblivion and put the traitors to death, then turn on the rest. Sailor Chibi Chibi shields Sailor Moon and Kakyuu behind a barrier, but the unconscious Starlights are caught in the blue flames. Phi collects five Sailor Crystals from her victims and teleports back to Galactica Palace, where she admires their swollen Garden Crystal and swears to bring in the rest. She and Chi later confront the Guardians in the Star Garden, eyeing the newly arrived Eternal Sailor Chibi Moon and the Sailor Quartet as fresh crystals to claim. Enraged when Kakyuu shatters her Garden Crystals, Phi lashes out with Galactica Plants Blizzard, only to be destroyed by Eternal Sailor Moon's Starlight Honeymoon Therapy Kiss, moments before Chi kills Kakyuu.
