Kara's promise of a remade world seized him completely, and his devotion ran so cold that he slaughtered his own adopted siblings to prove it. He became a shameless liar, playing the grieving innocent to fool his marks, and took a sadist's pleasure in watching people die by his schemes. For all his cunning he was strikingly naive, so sure of the greatness Kara had granted him that he never grasped how expendable the group considered him. Even after that truth surfaced, his hatred of the world and his clinging delusions kept him loyal enough to die rather than accept his enemies' help.

As Amegakure decayed and survival grew desperate, a chance meeting with Kara gave him a cause, and to earn their trust he killed his friends without hesitation, burying the organization's existence and taking up work as a village scout so no one would uncover it. His grandfather's lessons left him modestly skilled with a kunai and explosive tags, but his real gift was for elaborate traps and deception, luring targets into trusting him before exposing them to poison gas. When Konohagakure caught wind of Kara and dispatched Sasuke Uchiha and Sai Yamanaka to Amegakure, Garashi rigged an underground tunnel; the trap failed to kill them and only revealed his presence. Posing as a wronged survivor, he guided the pair through the passages toward Kara's laboratory, steering them clear of the gas, then sprang a snare meant to hold them while the poison finished the job. He boasted of his loyalty and slipped away, unaware the two had seen through him and sent shadow clones in their stead. Cornered, Garashi began to succumb to the very gas he had deployed. Sasuke examined his mask and realized Kara had rigged it to fail, meaning to be rid of him, yet Garashi clung to the group that had given him more hope than the world ever had, and drove a blade into his own throat rather than surrender anything. His death convinced Sasuke and Sai that Kara reached further than they had feared, and it moved the Seventh Hokage to call a Kage Summit to help rebuild Amegakure. Jigen's later suspicion that Victor had stationed Garashi at the facility hinted at hidden fractures within Kara itself.
