
Standing tall, Hinoe kept his brown hair short and unkempt. He wore Root's usual black hooded mantle together with a mask bearing seven pale, tan-coloured markings: a long point descending from the forehead crossed by three horizontal lines, a curved and pointed mark on each cheek, a line resembling a shut mouth, and a large spike rising from the chin to end just beneath it. He was equipped with both a sword and a bo staff.

In the aftermath of the Third Great Shinobi War, Hinoe went with Danzo to a meeting with Orochimaru, who had just been denied the office of Hokage. Along with nine other Root members, he was tasked with assassinating Hiruzen Sarutobi before the man could be restored to the position. Posing as a foreign shinobi, Hinoe clashed with the Anbu escorting his target, only for that guard to prove to be Kakashi in disguise. Years afterward, he and Hinoto stood watch over the entrance to the Root chambers when Yugao Uzuki and Kakashi Hatake arrived bearing orders to bring Danzo before the Hokage. Hinoe claimed ignorance of Danzo's location, and once Yugao had gone, Kakashi revealed his face and subdued him with a Sharingan genjutsu as he tried to block the way in.
Hinoe is defined by his absolute loyalty to Danzo Shimura, carrying out any task without hesitation. He is tall with short unkempt brown hair, and wears Root's black hooded mantle along with a marked mask, armed with a sword and a bo staff.
Hinoe is a former operative of Root, the covert Anbu faction within Konohagakure, and a devoted follower of its leader Danzo Shimura.
