The Fifth Mizukage, Chōjūrō, and other capable shinobi take up his guard; when he frets over the safety of the politicians and rulers, the Mizukage lays out the protection plan and puts him at ease. He is ultimately sheltered in a safe house alongside the rulers of the five great nations.
