Selfishness sits at the center of him. He backed Chihare Amano's work on a liquid-chakra device purely to seize a monopoly on energy, intending first to destroy the shinobi of every nation with Polar particles while exploiting the shinobi of the Land of Stairs to reproduce natural gas through liquid chakra, a scheme Naruto Uzumaki found beyond forgiveness. Heading a sprawling international body left him unruffled even in the presence of figures as weighty as the Hokage.
Kanhen's brilliance let him steer the Cultural Institute and its enormous workforce, and it produced the deadly Photon Gun, which he built into an army of drones and a magnetic makibishi trap meant to slice apart anyone caught inside. He could not fight for himself, however, and folded quickly whenever forced into direct confrontation. Before Naruto reached the Land of Stairs, Kanhen hired Yanaru Aze to kill him with a photon weapon, but the plot failed and Yanaru took his own life after being caught. A later attempt sent a photon-armed drone swarm at the Seventh Hokage, which Naruto and Chihara destroyed with Yamato's help before escaping.
Though Naruto suspected him, he still handed Kanhen the Polar particles that Sasuke and Sakura had brought back from the Land of Redaku for study. Kanhen then revealed his true aim: using a prototype of Chihare's device to scatter Polar particles over Konohagakure and cripple its shinobi by forcing their chakra pathways to expand. He ordered Chihare abducted once her device was finished, and when Naruto and Orochimaru came to rescue her, he met them with roughly a hundred drones. Orochimaru tore through the machines while Naruto pressed toward Kanhen, who switched the drones off when the Hokage demanded he drop the pretense of innocence. Kanhen fired the Photon Gun as Naruto was distracted; the dodged beam wrecked the machine holding Chihare's device, and Orochimaru's snake bit his neck and dropped him. In the struggle that followed, Orochimaru seized the gun and shot the dying director, but Naruto tossed the weapon to Chihare, who fired it into the ceiling to destroy the Polar particles. Kanhen survived and was placed under arrest.
