Once a celebrated shinobi of Kusagakure, he deserted the village to found a crime syndicate, taking great pains to keep his operations invisible and seldom showing his face in public. During the Chūnin Re-Examination Arc, Konohamaru Sarutobi and Mirai Sarutobi were escorting a couple when their route reached the settlement Hyōgo had seized, where his bandits held the residents hostage.
Konohamaru gave himself up to search for a rescue opening, while Mirai, dosed with poison, slipped back to Konoha; Hyōgo assumed the toxin had killed her. Getting nothing out of Konohamaru, he ordered the couple tortured, until a disguised Boruto Uzumaki wandered in posing as a lost woman. Seeing through the ruse, Hyōgo pressed the stranger for answers just as fog swallowed the village, cover that Team 7 exploited to free the hostages and rout the bandits. As he tried to flee, Konohamaru's Rasengan, boosted by Boruto and Sarada Uchiha, brought him down.
