Kandachi

Kandachi carries himself with reckless arrogance, convinced that not even a Sannin of Jiraiya's caliber could stand against him. Running alongside that swagger is a streak of genuine cruelty.

Having served as Hanzō's second, Kandachi is a capable fighter in his own right. His style leans almost entirely on the Summoning Technique: he calls up his personal beast, the Conch King, and directs it through hand seals to unleash set attacks such as the Conch Cannon or Conch Whip, or simply to reposition. He also handles Water Release, using it to slip out of sight beneath the surface and to lay a genjutsu on his foes by way of the Conch King. The magnetic force radiating from the village's tree deepens that illusion, since the disruption it causes to a person's chakra flow mimics genjutsu on its own.

Once Pain strikes Hanzō down, Kandachi gathers a band of Ame shinobi and goes to ground, commandeering a village ringed by a magnetic field that scrambles the chakra reaching a person's brain much like an illusion. When a man named Sukune resists the takeover, the Conch King tears him apart. Kandachi then holds the village's women and children hostage, vowing to kill them if anyone breathes word of the hideout.

His downfall comes during Jiraiya's training trip with Naruto. Tipped off by Tanishi about the occupation, the pair walk in feigning capture, and Kandachi is startled to face Jiraiya once more. The ruse collapses when the real Tanishi appears, prompting Kandachi to set the Conch King loose on the villagers. Naruto is knocked back again and again by the pair, but finishes both with the first of his Big Ball Rasengan. It is presumed that Pain eventually hunts down and kills Kandachi and his men, as he was said to have wiped out everyone tied to Hanzō.
