
Mei Terumi is the Fifth Mizukage of Kirigakure, who took power after the brutal rule of Yagura Karatachi and devoted herself to reforming the village and rebuilding its ties with the other hidden villages. A rare wielder of two elemental kekkei genkai, she stands among the Five Kage against Madara Uchiha.
Tall, slender, and fair-skinned, Mei has green eyes and ankle-length auburn hair styled in a herringbone weave, gathered into a top-knot with a dark blue band and framed by four front bangs, one of which hides her right eye while two longer strands cross beneath her chin. She wears a knee-length, long-sleeved dark blue dress closed by a zip and left open along the lower right side, layered over mesh armour and a matching skirt with mesh leggings. A belt with a rear pouch, high-heeled sandals, shin guards, dark blue nail polish, and purple lipstick complete the look. Years after the war her hair reaches only her lower back and faint lines appear near her mouth.
Mei is warm and upbeat, quick to speak kindly and to sidestep needless conflict; she softens her speech with polite closings and addresses fellow Kage with respectful suffixes despite her own rank. More open-minded than her peers, she listened to and defended Gaara, and her sense of honour led her to adjust her corrosive Boil Release so it would not harm the other Kage. Brave and composed in a fight, she is still willing to admit when a foe like Madara seems unbeatable, though such doubts never stopped her from standing with her comrades. A flirtatious streak runs through her, yet she is touchy about her love life and her age: mishearing a remark as a jab about being unmarried or old sends her into fury, a running gag with her aide Ao. Above all she cares for Kirigakure's future, working to bury the memory of the Bloody Mist.
The strength behind her title, Mei's power once cornered and wounded Sasuke Uchiha even while he wielded Susanoo. She commands the Water, Fire, Earth, and Lightning natures, raising torrents that can smother Madara's fire techniques and spawn water dragons, and cloaking allies with the Hiding in Mist Technique. Her two elemental kekkei genkai set her apart: Lava Release lets her spit acidic mud that eats through almost anything and throws up a steam screen, while Boil Release unleashes a corrosive mist whose acidity she can dial up at will, having melted through both Madara's and Sasuke's Susanoo ribcages without harm to herself. She is a sharp, perceptive strategist, once catching the change in Ao's behaviour when Fu Yamanaka possessed him, and carries the kenjutsu and taijutsu expected of a Mizukage.
As leader she declined to enter the joint Chunin Exams, joined the Five Kage Summit and defended Naruto and Killer B from Tobi's demands, and fought through the Fourth Shinobi World War, guarding the daimyo from Black Zetsu and battling Madara alongside the other Kage before falling to the Infinite Tsukuyomi. Two years on she shattered meteorites from the collapsing Moon with her Water and Lava Release, and she eventually stepped down in favour of Chojuro, remaining unmarried and still lamenting the shortage of good men.
