Noto Chōmen

Noto cuts the figure of a young man who dresses in costly, well-tailored suits.

A taste for nightlife defines him. Noto gravitates toward clubs and alcohol, happy to keep drinking among his friends long into the evening.

As the bureau's director, Noto commands unusual brainpower, leads a staff of scientists, and has the means to keep hired shinobi as bodyguards, who address him respectfully as Noto-san. In Naruto Retsuden, Shikamaru Nara and Chōji Akimichi corner him at a nightclub. He drinks and raises toasts among his companions long after the women in the group depart, holding off a trip to the restroom for a stretch. When he finally goes, Konoha shinobi ambush him, knock him out, and drag him into a stall to seize the phone Shikamaru needs so Orochimaru can break into the Institute's main computer. Noto's bodyguards burst in moments later, and a brawl erupts.
