Rahyō

Rahyō is a heavily built, bearded man. He favours deep blue clothing worn over a layer of chain mail, and he keeps a sword hidden away beneath his overcoat.

At first Rahyō comes across as a hard, unfeeling man, ready to execute innocents to pressure Tsunade or to rig them as living bombs after pledging to set them free. He even relished the prospect of a sick boy dying, seeing an echo of his nephew's fate and calling it a kind of retribution. Sure of himself against opponents as prominent as Kakashi and Guy, he nonetheless flared into anger whenever a foe fought unpredictably enough to spoil his aim, though he could steady his temper when a situation demanded it. In his final moments, stunned that Kakashi would try to save him, he softened, wondering aloud whether shinobi so compassionate could really exist.

Once a Kirigakure shinobi alongside his younger sister Kahyō, Rahyō left the village in search of a better life, and after his nephew Hakuhyō perished in the Fourth Shinobi World War he helped found the Ryūha Armament Alliance to build a world spared such losses. In combat he was a formidable and sturdy fighter, able to trade blows with Kakashi and Guy, handy with a blade in kenjutsu and tough enough to shrug off a Leaf Drop that drove him through a floor. His signature power was the Ice Release kekkei genkai, formed by fusing water and wind, which let him sheathe his fists in ice to strike harder or shield himself from attack.

When the Alliance's leader Garyō was locked away in the Blood Prison, Rahyō led the effort to free him by seizing the Tobishachimaru, a secret airship backed by the Land of Waves and Konohagakure. He took the passengers hostage and demanded Garyō's release, killing captives to press his threats. As Kakashi and later Might Guy interfered, Rahyō met them with his ice, but his own sister grew sickened by his ruthlessness and repeatedly overrode him, freeing hostages and aiding his enemies. His true plan was to fly the ship to the Blood Prison and drop passengers rigged with blue fire powder to blast open its walls. When stray powder detonated and sent Rahyō falling through the collapsing floor, Kakashi caught him and voiced support for his dream of changing the world, but the airship lurched and tore him loose, and Rahyō fell to his death wishing aloud that he had met someone like Kakashi far sooner.
