Ryūsui is a low-ranking ninja from the Hidden Rain who idolizes its ruler, Pain. Assigned to haul the dead up to the village's tallest tower, he is a proud, fiercely patriotic genin whose bravado crumbles the instant Jiraiya threatens to turn him into a frog.
A thick white scarf loops around Ryūsui's neck, one length of it trailing down past his waist. His light brown hair falls to about chin length, and he wears a dark beard beneath pale eyes. He fastens a black Rain headband at the back of his skull, its village emblem deliberately scored through to mark his devotion to Pain. The rest of his outfit runs to a black long-sleeved shirt cinched by a white belt, cropped black trousers wrapped with bandages down the shins, and black shinobi sandals.
Devotion to Pain and to the Rain sits at Ryūsui's core. He reveres his leader for shielding the village and bristles at anyone who dares mock or grumble about him. Pride runs through him too, and under questioning he first refuses to sell out his allies, though that resolve proves paper-thin: sheer terror soon has him talking. He also nurses a chip on his shoulder toward outsiders who know nothing of his homeland. To his wife, meanwhile, he came across as a bit of a penny-pincher.

Alongside his partner Yūdachi, Ryūsui handled the grim task of carrying corpses up to the loftiest spire in the Hidden Rain, the tower where Pain supposedly dwelt; their last such errand bore the body of the woman who had served as the second Animal Path. Jiraiya sized up his combat skill as nothing beyond genin level. The two were eventually seized by the Sage, and when neither would give up anything about Pain, even after Yūdachi endured a round of tickle torture, Jiraiya transformed Yūdachi into a frog. The sight so unnerved Ryūsui that he spilled what he knew. Jiraiya then tried to puppet him toward Pain's location, but Konan intervened; obeying her, Ryūsui slipped away and survived.
