Shiin is a sickly-pale man whose long black hair hangs down to frame his face. He dresses in a purple kimono fastened with a matching sash, over which he layers a grey haori and a beige collar. His flute rides tucked into the side of that sash, always within reach.
Shiin is a corrupt and ruthless figure. He feels no hesitation about assaulting a defenceless settlement and slaughtering its residents if doing so keeps his clan provided for.
Shiin heads a small but respected group of shinobi from the Land of Sound, a band once known for its grit and resolve. As Otogakure came into being, most of his clan's abler fighters left to join the new village, and the local daimyo began hiring his men less and less. Desperate to support them, Shiin fixed on a goldmine beside a small disarmed village governed by Nan. He meant only to frighten the residents off, but when they stood their ground he and his followers wiped out most of them before a storm forced a retreat.
Though small in blade, his skill in battle is considerable. He moves fast enough that Neji Hyuga, Tenten, and Naruto struggle to track him, and he fights chiefly with tools, favouring a distinctive kunai trailing long red ropes. He wields these with precision, striking from range, rigging traps, and hauling himself swiftly across the field, even evading opponents whose chakra has been enhanced. His flute lets him cast a paralysing genjutsu through music.
When Shiin finally storms the village, resistance at the wall forces him to fall back on his flute to freeze the Konoha ninja, only for Menma to break the spell with music ninjutsu of his own. Naruto shatters the flute while Tenten and Neji scatter the raiders. Realising the fight is lost, Shiin retreats to the river dam, aiming to drown the villagers while sparing the mine, but Menma collapses the tunnels to stop the flood. Naruto runs him down and finishes him with a Rasengan, after which he is tied up alongside the rest of the bandits.
