The Water Daimyō is the former feudal ruler of the Land of Water. A cautious figure, he weighs the danger of empowering ninja against the threat facing his people, and he ultimately lends his reluctant backing to the shinobi alliance that stands against Akatsuki.

Caution defines the Water Daimyō. He hesitates to sign off on the Allied Shinobi Forces, uneasy that such a coalition might hand the ninja too much authority.
At the summit where the five nations' feudal lords debated the alliance, his reluctance drew a barb from the Earth Daimyō, who read it as distrust of his own country's ninja. He relented in the end and approved the coalition, if grudgingly. Once the Fourth Shinobi World War began he sheltered with the other lords in a safe house.
The five of them passed a night on mahjong and card games and were left exhausted; roused by a messenger reporting a strange light tearing across the darkness, they were all swept into the Infinite Tsukuyomi. Naruto and Sasuke's victory at the war's close finally released him from the illusion. In the anime's later era, Sanzui Unabara takes over his position, and Tenzen Daikoku is noted as having served as his aide.
