Naruto: Ninja Council is a side scrolling action game for Game Boy Advance and the first entry in the Ninja Council series. Known in Japan as Naruto: Ninjutsu Zenkai! Saikyō Ninja Daikesshu, it sends Naruto and Sasuke through 2D levels using scroll based jutsu.

Gameplay

Players advance through side scrolling stages as Naruto or Sasuke, with Kakashi available once unlocked. Scrolls collected through the levels grant jutsu that cost chakra to use, from breaking through walls to summoning whirlwinds. A Story mode carries the main campaign while a Free mode lets players revisit stages on their own terms.

The Japanese release carries the title Naruto: Ninjutsu Zenkai! Saikyō Ninja Daikesshu, often shortened to Saikyō Ninja Daikesshu, and it launched the Ninja Council line that would eventually run to eight games across Game Boy Advance, Nintendo DS, and Nintendo 3DS.
