Sixteen characters are playable, ranging from Gaara and Rock Lee to one tailed Naruto and Sasuke's level two cursed seal form, with three extra fighters added for the Western releases. Modes include a single player story campaign, a single player mode facing a string of computer opponents, and local wireless multiplayer battles.

The story mode dramatizes the Chunin Exam fight between Neji and Naruto and carries through to the confrontation among the Sannin. The original Japanese storyline was later reworked with a new plot thread and published in Europe as its own version of Ninja Destiny 2, a separate release from the direct North American sequel of the same name.

Dream Factory developed the game, with Takara Tomy publishing in Japan and Tomy Corporation handling the West. It released in Japan on December 14, 2006, in Europe on February 15, 2008, in North America on February 26, 2008, and in Australia on March 20, 2008. Reception was mixed, with a 61 out of 100 on Metacritic, a 5 out of 10 from GameSpot, and a more favorable 8 out of 10 from Nintendo World Report.
