Personality

Kind-hearted and sincere, Kuma genuinely looks out for the officers under his command. He starts out skeptical of the Hero Association, naively certain that ordinary police can stand against monsters, a belief that a real Mysterious Being brutally disproves when it storms his precinct and leaves his men helpless. To his credit he owns his mistakes readily and recognizes worth when he sees it. Though he first writes Saitama off as another useless glory-seeker, he comes around to viewing him as a hero in the fullest sense of the word.

Kuma's spotlight comes in the Pork Cutlet Bowl omake. After pulling Saitama over and hauling him back to the station, he and another officer begin to suspect the unemployed, blood-spattered stranger of a recent string of assaults near their precinct. Over shared pork cutlet, Saitama asks why the police resent the Hero Association, and Kuma airs his grievance, then speaks of an eager cadet who failed to qualify as a hero and threw himself into police work instead, only to be left with nearly every bone broken; before blacking out, the young officer radioed a warning about the attacker.

As they talk, the true culprit walks in, a Demon-level monster named Surprise-Attack Plum, who had posed as a delivery man and struck the police out of revenge for an old arrest. Outmatched, Kuma swallows his pride and phones the Hero Association he despises, reaching the sneering second-in-command McCoy, only for Saitama to snatch the phone, break it, and declare that neither heroes nor cops beg to do their jobs before offering to handle the monster as thanks for the meal.

Outside, a crowd, reporters, and a swarm of low-ranked heroes gather after McCoy leaks the crisis to humiliate the police, yet it is a lone officer, secretly Saitama, who strolls out carrying the beast on his back and vanishes before anyone can thank him. Asked afterward who the man was, Kuma simply calls him a hero.
