Convinced the official investigators are using their prime suspect as a smokescreen, Section 9 mounts constant surveillance, only for the Laughing Man to hijack an officer's cyberbrain and threaten the Superintendent-General mid-speech.
Section 9 comes to believe that the detectives running the Laughing Man inquiry are propping up their leading suspect, a former Serano Genomics programmer named Nanao Ei whose record is thick with anti-corporate activity, as a way to bury a deeper layer of corruption. Aramaki responds by placing Nanao Ei under nonstop watch in the hope of catching him in the act.
Kusanagi separately sits down with Kurutan and taps her external memory device to fill in what she can about the case. The pressure spikes when the Superintendent-General prepares to address the Interceptor affair and the Laughing Man matter in public, and one of the officers on hand has his cyberbrain seized by the Laughing Man.
Speaking through the hijacked officer, the Laughing Man orders the Superintendent-General to come clean or face assassination. The fifth Stand Alone Complex chapter carries the subtitle DECOY and connects The Visual Device will Laugh to The Copycat will Dance.
