Roy B. Dipper is a wizard of Wing Bind and one of its Top of Horns, the council of division directors who steer the organization from Reverse London. As head of the Anthems division, he is a quiet, precise man best known for a pedantic correction during a crisis meeting.
Gold, thin-rimmed glasses frame the dark eyes of this middle-aged, dark-skinned director. His black hair is cut short and tidy, with a line shaved through each temple, and his brows run long and thin with a downward slope. Twin spikes of black facial hair rise from either side of his broad chin toward the center of his mouth. He favors a blue suit, four buttons at each cuff and three down the front, over a white shirt and blue tie, and his white gloves bear the sign of Capricorn on their backs.
Roy is calm and sparing with his words, sitting mostly silent through the council's debate over the first Dark Dragon incursion in generations. He does, however, have a pedant's streak. The one time he breaks his silence, it is to correct Bruno Bangnyfe's claim that no such attack had happened in a hundred years, pointing out that the true gap was ninety-six.

Five Bleach female characters, ranked and settled. Yoruichi sits at number five, the spot nobody expects, and our number one is an Arrancar with a soft heart....

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....
Roy sits among the Top of Horns, the eight division heads who form the highest tier of Wing Bind's command and set policy from a chamber called the Crown Council. He leads its Anthems division. When Balgo Parks, newly branded a Dragonclad, draws a Dark Dragon into a rampage through Reverse London, Roy is summoned to a council session and endures Bruno Bangnyfe's furious speech about the security lapse. He interjects only to fix Bruno's timeline, noting that the last such attack came ninety-six years earlier rather than a full century, which merely irritates Bruno. Moments later, when Bruno scolds the assembled directors for offering nothing, Roy dryly observes that he had in fact spoken, only to be brushed aside.
