Shirabe served as an aide to Boro inside one of the Ōtsutsuki cults. A true believer, he defended the group's faith even after its central deception came to light, and held to his devotion right up to his end.
The source material does not lay out Shirabe's physical details. He is presented simply as one of the trusted aides operating at Boro's side within the cult.
Shirabe's defining trait is his unshaken faith. Confronted with proof that the cult rested on a fabrication, he still spoke up to remind the other followers of Boro's professed wish to save people, and he clung to the belief that his leader would one day return.

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....

Konohamaru Sarutobi and Sai Yamanaka were led to Shirabe and a fellow cultist, Tsuzumi, by Akari, who wanted the pair questioned about where Boro had gone. When the two Konoha ninja later uncovered evidence that the cult's Dark Cloud was a hoax, Shirabe stepped forward to explain to the assembled followers why they still owed their allegiance to Boro and his teachings. He was ultimately disintegrated by Delta, and even as it happened he declared that he would keep waiting for Boro to appear once more.
