Like its predecessor, the RPG lets players recruit a wide roster of allies and former enemies as they travel the Grand Line. Members of the Red Hair Pirates unlock through Game Link Cable matches, with Lucky Roux earned after 20 wins, Yasopp after 40, and Benn Beckman after 80.

The game adapts the arc from Loguetown to the close of Drum Island, then heads off into an original scenario. Its plot builds directly on the earlier Dream Pirate Crew game.
