Matsukata is the gruff principal of the Wakaba Park Nursery cram school, a man whose prickly manner hides deep devotion to children. He keeps tuition rock-bottom so that poorer families can still give their kids an education.
Matsukata is an elderly man whose long grey hair thins to baldness across the crown, the remaining length gathered back into a ponytail.
A first impression paints Matsukata as sour and hard to please, but the crustiness masks a genuinely caring man devoted to the young. He deliberately keeps his school's fees painfully low so that children from struggling households can still learn, whatever headaches that brings him. Grounded and practical, he prizes real substance over surface polish, and for all his grumbling he knows when a complaint would be unearned.
Trouble begins when Taiga Okajima and Masayoshi Kimura lead a reckless bout of rooftop running after school and crash into Matsukata as he passes below, injuring the old man badly enough to put him in the hospital. The incident so enrages Korosensei that he strikes Class 3-E for the first time, then arranges, with Karasuma covering the medical bill, for the whole class to repay the harm by volunteering at Matsukata's nursery until he recovers. The principal grumbles at their efforts throughout, only to find himself genuinely impressed, and he sends the students back to their own path once he has accepted their apology and pressed on them the value of caring for others.
He turns up again during the school festival, bringing Sakura Kiyashiki and other children along, taking a liking to Class E's acorn noodles and predicting the little restaurant will thrive. Long after Korosensei has been killed, Matsukata is startled to receive an envelope stuffed with cash, never realizing that the money is a share of the assassination reward quietly donated by the students.

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....

There are no women on Namek. That isn't an oversight, it's the biology. Why we handed Piccolo the one thing his own species rules out, and why it had to be trap soul....
