Personality

Self-interest rules every choice the minister makes. The welfare of the Walls' citizens means nothing to him, a truth laid bare when a fabricated report of Wall Rose falling prompts him to bar all refugees from Wall Sheena rather than risk food shortages sparking civil war inside his own territory. Even in defeat his arrogance holds: he taunts Darius Zackly with the promise that the Reiss family will erase the usurpers' memories, and sneers that Zackly carries slave blood.

History

The minister sits with three fellow assemblymen and King Fritz in judgment at Erwin Smith's treason trial, a proceeding that will decide whether the Survey Corps is disbanded. When Erwin argues that the Corps is humanity's sole weapon against the Titans and the only thing that could hold off civil war should Wall Rose fall, the minister claims sympathy but counters that Levi Ackerman has apparently been killing Military Police since the arrest, proof of the branch's aggression. A soldier then bursts in to announce that Wall Rose has been breached. Before the officers present can mobilize, the minister orders Wall Sheena sealed against refugees, then quietly reassures the other nobles that Rod Reiss needs only a few more days to extract the Coordinate from Eren Yeager. Darius Zackly and Dot Pixis arrive to reveal the breach report was staged to test how the government would respond to a crisis. The minister insists the public will stand with its king, but Zackly produces a Berg Newspapers article exposing both the framing of the Survey Corps and the fact that Fritz never truly held the throne.

Stripped of power, he suffers repeated torture at Zackly's hands, mocking his captor about the coming memory wipe even while being strapped into a machine designed to force his own urine down his throat. After Rod Reiss dies and Historia is crowned queen, he remains behind bars.
