Self-examination separates Muller from most of Marley's command. He concedes openly that his country manufactured its own destroyer by feeding resentment for generations and dumping every national failure on an island of so-called devils, and he swears to abandon those mistakes if the world survives to see another day. Fear still steers some of his decisions; a slight movement from the approaching Attack Titan visibly frightens him into ordering the bombing run early, before the airships have climbed to the proper altitude.

With the continental mainland in ruins, Muller directs the survivors of the Marleyan military to Fort Salta and oversees the airship strike against Eren Yeager's Founding Titan. Addressing his soldiers before the launch, he pairs the weight of their duty with an admission that Marley's hatred summoned the catastrophe now marching toward them. The bombs miss Eren's nape, and a single counterattack from Eren and his Wall Titans wipes out the whole air fleet as Muller watches in horror.

Hope returns when a force from Paradis arrives to fight Eren directly. Muller orders the fort's cannons rolled out against the Colossus Titans in support, then steps into a standoff between his gunners and Eldian refugees who have made their way inside. A pistol shot fired into the air gets both sides' attention, and he convinces them to defend Fort Salta together, personally helping one of the Eldians to his feet and asking for the man's cooperation. The truce barely takes hold before smoke floods the fort and turns every Eldian inside into a Titan.

Eren's death reverses the transformations, and Muller leads his troops out to meet the restored Eldians at gunpoint, demanding proof that no Titan power remains in them. When a blood test is suggested he refuses to wait, insisting on immediate reassurance. Armin Arlert defuses the moment by pointing out that anyone still holding Titan abilities would already have used them against the soldiers; the argument satisfies Muller, and he orders his men to lower their weapons.
