Overview

Based in Reverse London and known formally as an agency for natural dragon management, Wing Bind exists to shelter and regulate dragons. Its base of operations rises just behind the Western Branch gate as a multi-story office building crowned by a classically styled mansion and surrounded by gardens. The organization holds a strict monopoly on dragon contact; any outsider who touches one faces a hundred-year prison term or execution.

Should a dragon turn violent in the city, its agents rope off the vicinity with barrier tape while a single member deals with the beast. The appearance of a Dark Dragon escalates matters sharply, prompting an emergency blockade of the affected street, a shift in the warning signs, and mobile alerts that direct nearby citizens to designated shelters until the Sabres eliminate the threat.

Wing Bind's operatives are witches and wizards who join by clearing a special qualifying test, thereafter tasked with defending, caring for, and at times destroying dragons. Though each is typically attached to one division, any can be reassigned to emergency duties when circumstances demand, for instance a rampage with no other responder available. Their work is compensated through both remuneration and achievement points, and building up enough of the latter opens the path to advancement. Saturdays are ordinarily off, though pressing situations can call them back in.

The agency organizes its members into eight divisions with separate responsibilities, each answering to a Director on the ruling body called the Top of Horns. Combat against Dark Dragons falls to the Inks and their potent magic; the Pipers manage dragon domestication and harvesting while chasing down illegally raised dragons; the Sabres guard the city's streets; and the Patchworks recover and conserve the bodies of slain dragons. Filling out the roster are the Anthems, Sacreds, Billionaires, who handle accounting, and Gallows.
