Overview

Wing Bind operates out of Reverse London in the living world, where it stands as that concealed city's main defensive force and its ruling authority over everything dragon-related. Its headquarters rises just past the West Branch gate, a tall rectangular office block topped by an ornate mansion and framed by greenery. The organization's spellcasters fall into eight divisions, each headed by a director, and together those directors constitute the governing council called the Top of Horns.

One of those eight is the Gallows, a name that translates as the Personnel Affairs Divine Punishment Squad. Wolfgang Slashhaut commands the division, which bears the zodiac sign of Libra. As with the rest, it reports to the directors overhead and pulls from the shared ranks of witches and wizards staffing the agency at large.

Contact with dragons is Wing Bind's exclusive privilege; any outsider who lays hands on one faces a hundred years behind bars or death. Whenever a dragon goes on a rampage through Reverse London, agents seal off the stricken zone with barrier tape while a single operative deals with it. If something far worse, a Dark Dragon, surfaces, the agency escalates to a total street lockdown, flips its warning signage, and herds nearby residents into assigned shelters by way of their phones until the Sabres bring the creature down.

The agency's operatives are witches and wizards who win their posts by clearing a dedicated entrance exam, after which they guard, care for, and occasionally destroy the city's dragons. Each belongs to a home division, yet any can be reassigned to fresh duties in a crisis. Their work earns them both pay and points, and once enough points pile up, the way opens to a promotion up the ladder.

The Gallows sit under Wolfgang Slashhaut, one of the eight directors making up the Top of Horns. Beside his squad stand the Inks of Bruno Bangnyfe, who wipe out Dark Dragons with sheer magic; the Anthems of Roy B. Dipper; the Sacreds of Cquntnire Milieve; and the Sabres of Sullivan Squire, who walk the streets guarding against dragon attacks. The Pipers, run by Tronbone Takkinen and serving also as conservation rangers, include the leads Ninny Spangcole and Noel Niihashi, with Billy Banx Jr. overseeing them after being bumped down from the Sabres.
