Reverse London depends on Wing Bind, formally the Natural Dragon Management Agency, both as its main fighting force and as its sole authority over the dragons woven into the city's life. The agency works from a many-storied office building behind the West Branch gate, topped by a stately old mansion and framed in greenery. Its spellcasting ranks are parceled into eight divisions, each answering to a director within the leadership circle called the Top of Horns.
The first of these divisions is the Inks, rendered from the Japanese as the Sorcerer Squad. Bruno Bangnyfe heads the unit, whose members are charged with putting down Dark Dragons and rely chiefly on powerful magic to do it. Inks are recognizable by their loose, dark hooded tops and zippered sweatpants, and they can raise magical shields around themselves. Their emblem is the zodiac sign Taurus.
No one outside Wing Bind is permitted to touch a dragon, and anyone who does faces a hundred years behind bars or death. When a dragon runs wild in Reverse London, agents seal the area off with barrier tape and let a single member deal with it. The appearance of a Dark Dragon triggers something graver: the agency locks down the street entirely, its warning signs flip to reflect the danger, and citizens are directed by phone to shelters until the Sabres eliminate the beast.
Those who serve are witches and wizards admitted through a special exam, after which they guard, care for, and at times exterminate the city's dragons. Each belongs to one division but can be reassigned in a crisis, and their service earns both pay and points, the latter fueling advancement once enough accumulate.
The Inks answer to Bruno Bangnyfe, one of the eight directors of the Top of Horns. The remaining divisions each carry their own leader and remit: the Anthems under Roy B. Dipper, the Sacreds under Cquntnire Milieve, and the street-patrolling Sabres under Sullivan Squire.
The Pipers, who double as conservation rangers, fall to Tronbone Takkinen and include the leads Noel Niihashi and Ninny Spangcole, overseen by the demoted Billy Banx Jr. Filling out the roster are the Patchworks under Saka Rynn, who recover dragon remains, the Billionaires under Harry Shayk, who manage accounts, and the Gallows under Wolfgang Slashhaut, who handle personnel and punishment.
