Summary

With his memories back, Angel Devil shouts toward Makima, who notes evenly that he has recalled it all. Burning ten years of life to shape a blade, he hurls himself at her, yet one word, down, folds him onto the floor. She kneels and bids him surrender everything, and he obeys. Turning to him and Aki, Makima apologizes, admitting that because spies infest the bureau, the entire Gun Devil hunt was a planned failure meant to conceal her real intent.

Across the ocean, the President of the United States seals a pact with the Gun Devil, trading a year off every citizen's life for Makima's death and exposing her true nature as the Control Devil. Materializing over Japan, the Gun Devil instantly slaughters every grown man and child inside a roughly 1,500 meter span. As its complete form gradually emerges, the chapter scrolls a roster of everyone it has killed.
