Its investigation pointed to Radical Edward as the likely culprit, and two officers were sent to bring the suspect in. They rushed the building, but Edward hijacked their vehicle and left them to watch it plummet and crash. The crew of the Bebop later established that the satellite itself, not any person, was responsible. Because the offender was not a living being, the department refused to honor the bounty.
