Rising over the surface of Mars, this skyscraper stood as the physical home of the Red Dragon Crime Syndicate. Far more than an office, it functioned as the command post from which the organization's most powerful figures ruled, and its collapse into ruin mirrored the fall of the empire it housed.

The high-rise served as the nerve center of the syndicate, the place from which the ruling council known as the Van directed the organization and its members. That importance made it the target of Spike Spiegel's climactic assault in 2071, when he stormed the building hunting Vicious. The clash between the two men left the structure heavily damaged, gutting the lobby and wrecking several of the upper floors along with the roof.
