Mogi is among the handful of officers who refuse to abandon the Kira case once most of the force resigns. L first uses him in the field, assigning him to look into the Kitamura family and even to impersonate L while they fall under suspicion. Often absent from the team's hotel meetings early on, he later becomes a fixture at the new headquarters, where L prizes him as a superb gatherer of intelligence. During the Yotsuba investigation he steps in as Misa Amane's manager after Matsuda's staged death, helping to work the team inside the corporation.

After Soichiro Yagami's death, Mello directs Mogi to New York, a move the second L, Light, is happy to follow in hopes of glimpsing Mello's face. Mello has arranged it so that Mogi instead reports to the SPK, where Near grills him relentlessly, yet Light's earlier coaching keeps the detective utterly silent. When Kira fanatics storm the SPK and the group escapes, Near falsely reports Mogi dead, deepening Aizawa's suspicion that the new L is Kira and pushing him to share far more with Near once Mogi is confirmed alive. Mogi alone backs Aizawa's effort to watch Light, staying close to Misa, and Near takes both of them into custody shortly before the final confrontation at the Yellow Box Warehouse, which Mogi witnesses.

By Takeshi Obata's account, Mogi's design grew inconsistent because the artist never expected him to become a leading figure, while Ohba mused that had Mogi risen to NPA chief he would have sided with L, by then Near. The adaptations treat him very differently. He survives both manga and anime, but the second live-action film has Misa kill him off early, mirroring Ukita's fate. In the stage musical he chooses to remain with the Task Force, sings of having a daughter, and is later driven to suicide when Light, handed his name by Misa, writes him into the notebook, a death that helps expose the truth to L and to Soichiro. The television drama, where Jiro Sato plays him, expands his part considerably, casting him as a former friend of the Yagamis and Soichiro's longtime police partner. The anime additionally spares him Mello's trick altogether, so he is never held by Near or falsely declared dead and simply stays with the Task Force while still keeping watch over Misa.
