Rem is shown coaching a shadowy businessman who has taken up the recent killings, permitted to use the notebook as he pleases so long as he targets criminals, an arrangement Rem frames as sound business while the man grins with silver teeth. After fifty days in solitary the three captives have grown feverish without shifting their stances. Aizawa concludes Light cannot be Kira, reasoning that a guilty man able to kill from confinement would not have bothered with Lind L. Tailor or the earlier FBI agents, and Matsuda agrees. L relents and summons Soichiro, who recoils at the plan put to him.
Soichiro removes Misa from her cell, restoring fragments of her memory, then collects Light and drives the pair off, claiming to be taking them not to freedom but to their execution. He says the killings persist and that governments demand their deaths without trial. Steering beneath a bridge, he confesses a plan to shoot Light and then himself, and fires, but the cartridge proves blank. The whole ordeal was a test: had either been Kira, they would have killed Soichiro to survive, and since they did not, L clears their names. Lingering on Misa's DNA found on the tapes, he settles for cameras in her room while binding Light constantly to himself.
Back at headquarters, Light and L find themselves chained wrist to wrist, to their shared distaste. Misa's chatter exasperates everyone, and L assigns Matsuda, disguised as her manager, to shadow her everywhere. When L asks Light to grow closer to Misa for intelligence, Light refuses to use a person so coldly, which makes L wonder whether Kira once controlled him. The episode adds two rules, covering the permanent loss of eye power and notebook memory once ownership ends, and the option to lend a notebook while keeping ownership. Eight Yotsuba businessmen plot their next killing as Rem looks on, calling humans truly repugnant. It aired in Japan on February 6, 2007, and in English on February 15, 2008.
