Mr. Smiley robs nobody. Shinjiro Hohoemi paints, and when the police or the pros come to stop him he shows them his teeth and leaves them laughing for two hours while he gets away. He is the antagonist of the special Laugh! As If You Are in Hell.
The forearms give him away before anything else, oversized and ending in big round hands whose fingers are ordinary. Blond hair tipped in pale green runs down his back in a ponytail, and the face beneath it is wide-mouthed and usually grinning, with large blue eyes behind a black mask. His build manages to read as lean and bulky at the same time.
He dresses like a stage act: a pink long-sleeved v-neck frilled in white at the collar and cuffs, burgundy trousers cut away in gray across the midsection and studded with yellow buttons, a yellow-buckled belt, and a red cowboy hat carrying two large paintbrushes, one bristled blue and the other magenta.
What Shinjiro wants is for people to see his work. Rejected by art school and denied the recognition he was after, he took the walls of the city instead, and the villainy is incidental to the vandalism; his Quirk exists only to buy a head start from whoever came to arrest him, never to hurt anyone.
Izuku Midoriya reads him accurately as a man chasing a dream down the wrong road after being turned away, and being met with empathy rather than force is what lands. Shinjiro works out that he had been telling himself he was proving his critics wrong when he was really just running from them. He has no interest in heroics and no confidence as a fighter, which makes what he does next braver: when armed villains hold up the commercial building he is in, endangering the people inside and shooting holes through his artwork, he steps in and turns his Quirk on them. Afterward he turns himself in, wanting to answer for what he did and then go back to painting the honest way.

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....

There are no women on Namek. That isn't an oversight, it's the biology. Why we handed Piccolo the one thing his own species rules out, and why it had to be trap soul....
Smile takes hold the moment someone sees his teeth, and it leaves them laughing helplessly for two hours. Only the sightline matters, not the distance: a mirror works, and so does a live video feed, which is why he carries a small spherical projector he can lob like a ball to throw a hologram of his own grinning face into a crowd.
He is a genuinely talented painter rather than a tagger, and the brushes mounted on his hat let him lay down a finished piece in whatever colors he wants within seconds. A pair of springs clips to the soles of his shoes for the part he needs most, getting up, over and away from pursuers.
