NERV

Taking its name from the German word for nerve, NERV comes into being after Second Impact with one public mandate: destroy the Angels. The Evangelions exist because of it. Tokyo-3 sits above its base of operations, NERV Headquarters, an enormous installation dug into the GeoFront, while satellite branches operate abroad; Germany, China, and the United States all host divisions, with more probable beyond those.

Officially the agency reports to the United Nations. That arrangement is a fiction, since the UN itself quietly answers to SEELE, which makes the shadow council NERV's real master and its chief funder, even though the agency handles most of its own affairs day to day. NERV inherits its substance from Gehirn: the staff came over nearly wholesale, along with Project-E, the unfinished Evangelions, and the Magi, a trio of supercomputers that run headquarters operations, weigh critical decisions, and in practice govern Japan itself. MAGI-01, the original, resides at headquarters, and most branches carry systems of their own. Where the old institute existed to do research, NERV weaponizes the results, and beneath even the anti-Angel mission lies a deeper agenda: working alongside the Human Instrumentality Committee toward Instrumentality itself, the project many would call the organization's actual reason for being, with the Evas and the Angels' defeat as prerequisite steps.

Staffing runs from scientists across dozens of disciplines through technicians, Eva maintenance crews, retrieval teams, and armed guards, all carrying standardized ID cards for headquarters entry. Budget cuts left the guard force under-trained and poorly armed against any organized assault, though inside restricted areas they hold shoot-on-sight authority over intruders. The Geofront detachment fights with MP7 submachine guns and wears distinctive red berets; the headquarters detail adds M9 Berettas, ballistic shields, and heavy barriers, marked by bright magenta sleeve patches. Retrieval squads carry MP5s, technicians generally go unarmed, and key staff in sensitive posts keep personal sidearms.

NERV's founding follows two events: Naoko Akagi dies, and the Magi supercomputer reaches completion. Gendo Ikari takes charge of Gehirn's successor under SEELE's watch, staff and projects transfer intact, and Project-E rolls toward its finish inside the newly built headquarters. Trouble arrives with the first test. Prototype Unit-00 accepts pilot Rei Ayanami's synchronization, then slips control and goes berserk, lunging at Ritsuko Akagi; with every option exhausted, the crew waits out the unit's internal battery, and the ejected plug slams down inside the cramped chamber hard enough to leave Rei badly hurt.

Sachiel reaches Tokyo-3 soon afterward. Military protocol puts the JSSDF first in line, but conventional arms fail completely, an N² mine included, and command transfers to NERV, which has one working Evangelion and no fit pilot. Misato Katsuragi fetches Shinji Ikari, the untrained candidate for Unit-01, and a glimpse of the injured Rei pressures him into the entry plug. He synchronizes, walks the unit, and is beaten unconscious almost at once, whereupon Unit-01 goes berserk on its own and tears the Angel apart. Collateral damage aside, the program's first sortie ends in success. Against Ramiel, which parks itself directly above headquarters, swats Unit-01 down with a beam on launch, and starts drilling, NERV mounts Operation Yashima: an experimental positron sniper rifle requisitioned from the JSSDF's research labs, charged by the electrical output of all Japan. The Angel deflects the first shot; Rei interposes Unit-00's shield to cover the recharge until it vaporizes, and the second shot pierces the target's core. When the rival Jet Alone robot, a nuclear-powered, remote-controlled machine from Japan Heavy Chemical Industries, threatens Evangelion funding, the machine runs wild toward meltdown during its public debut; Unit-01 restrains it while Misato boards for a manual shutdown that fails, and the control rods then re-engage as if by miracle. In truth NERV had hacked the robot and held complete control throughout, staging the crisis to wreck the competitor's credibility and secure its own budget.

Development continues through the war, notably the Dummy System, an artificial stand-in pilot whose true nature only NERV's top ranks know. In America, Unit-04's S² Engine test swallows the Nevada division into a Dirac sea, so Unit-03 ships to Japan instead, where the Angel Bardiel seizes it at the moment of activation. Units 00 and 02 fall fast; Shinji, guessing another child sits inside the hijacked Eva, refuses to fight, so Gendo engages the dummy plug, which butchers Bardiel and leaves pilot Toji Suzuhara gravely injured. Shinji quits in fury, returning only when Zeruel breaches headquarters and the dummy plug fails to function; he saves the base and vanishes into Unit-01, prompting a salvage operation to recover him. Meanwhile Ryoji Kaji digs up the truth behind the Marduk Institute, frees Kozo Fuyutsuki from a SEELE interrogation, and passes what he knows to Misato before NERV's own hunters find and kill him. SEELE closes the story: NERV is branded a rogue organization, headquarters is stormed and much of its staff killed, Unit-02 falls to the Mass Production Evangelions with Asuka inside, and Third Impact begins alongside Instrumentality.

Command belongs to Gendo Ikari, seconded by deputy commander Kozo Fuyutsuki. Misato Katsuragi runs combat operations as Major, and Ritsuko Akagi heads the Technical Division, the science arm handling Evangelion and Magi development, maintenance, and the analysis of Angel targets; its mechanics wear orange jumpsuits, its researchers standard khaki, and Akagi herself a white lab coat. An Intelligence and Security Department, home to the secretive Section 2, shadows the pilots, chases security breaches, and retrieves Shinji after his two-day escape. A public relations office manufactures cover stories, denying any injuries after an early Angel battle even though Sakura Suzuhara had been hurt, until relentless attacks and mounting destruction make the secrecy collapse.

Five children pilot for the agency: Rei Ayanami in Unit-00, Shinji Ikari in Unit-01, Asuka Langley Sohryu in Unit-02, Toji Suzuhara briefly in Unit-03, and Kaworu Nagisa as Asuka's late replacement. The bridge crew consists of first lieutenants Makoto Hyuga, Maya Ibuki, and Shigeru Aoba, with Ryoji Kaji attached as special inspector until his death. Beyond Japan, NERV-01 in Massachusetts, home of MAGI-04, built Unit-03; NERV-02 in Nevada built Unit-04 and vanished with it; German facilities at Berlin or Hamburg produced Unit-02 along with Mass Production Units 05 and 06; and a Chinese branch, likely Beijing, holds MAGI-06 and built Mass Production Unit-08. NERV's slogan quotes Robert Browning's poem Pippa Passes, and the fig leaf across its logo recalls the covering worn by Adam and Eve.
