Leo

Leo is a sixteen-year-old Ishvalan youth, displaced from his homeland and now sheltering in a refugee camp within Amestris. A similar-looking young Ishvalan travels alongside Madam Shan, distinguished by a wounded right arm, though whether the two are the same person is left open.

His guiding aim is to keep his younger brother Rick safe, and the two of them draw plenty of trouble both on their own and in Edward's company. Like many of his people, Leo carries an instinctive wariness of Edward on sight, reacting to the boy's appearance with distrust before knowing anything else about him.

Leo shares a camp and a life with his grandfather after being driven from Ishval, and much of his screen time revolves around the scrapes he and Rick fall into. In the 2003 continuity, he and his brother are the ones who break the news to Winry that her parents were killed, which gives them a direct link to the Rockbells, a connection Rick lacks in the manga and Brotherhood. The Shan companion who resembles him voices the same reflexive dislike of Edward yet notes that he knows not every Amestrian is wicked, thanks to the Rockbells and the clinic they ran during the war. If that companion is indeed Leo, then his only tie to Rick would be their shared Ishvalan heritage rather than blood.
