Fūjin

A short spiky beard and a single thin brow frame Fūjin's face, and his black hair, cut to about cheek length, is tied back with a tan-coloured wrap. His eyes are black, and he stands roughly a head shorter than his brother Raijin.

Food governs nearly every thought Fūjin has, a weakness the prison guards exploit by rationing meals to keep him and Raijin in line. Deny the brothers a meal and they erupt into lethal violence; feed them well and they turn loyal, as they briefly did with Mizuki. Though both are famously dim, Fūjin is marginally the sharper of the two, fielding Raijin's foolish questions and taking the lead in a crisis. The pair share a genuine devotion to one another, yet nothing rattles them like Tsunade, whose mere threat of a skipped dinner sends them scrambling to obey. A streak of arrogance shows in the way they demand food from others, framing every meal as an "offering."

The brothers hail from an unnamed village and once slaughtered their own comrades in a dispute over a meal, calming instantly afterward. The men who subdued them barely managed it against such overwhelming power, and the pair were sealed away in the Konoha Strict Correctional Facility, where Fūjin was logged as prisoner number twelve. A prior run-in with Tsunade left them permanently terrified of her, though the details are lost. Their raw strength is reputed to exceed even Tsunade's and swells further as they grow angrier, letting them shatter cell doors and, together with hardened durability and a keen nose for food, making them nearly impossible to contain.

Their one real outing comes during the Mizuki Tracking Mission, when the fugitive Mizuki wins their help with the promise of food and leads them out of prison. They overpower Naruto and Team Asuma, breaking loose even after Shikamaru, Ino, and Chōji pin them with their clan techniques. The rampage ends the moment Tsunade appears and warns that further trouble means no more meals, at which the brothers meekly surrender and trudge back to their cell.
