Hiruko is pale-haired with red eyes, wrapped in an outsized coat with a high collar bound by three leather straps. As a boy he wore a white robe and tied his shoulder-length hair back; by the Third Shinobi World War his hair had grown to his hips and he had switched to a beige robe over red underclothes. When he finally declares war on the world he looks strangely youthful for his years, a byproduct of the alterations done to his body. Bandages cover nearly all of him, mouth and arms included, leaving only the top of his face and his hair exposed, and he can peel these wrappings loose to lash out with them. The extensive surgery behind his Chimera Technique has left him with a stitched gash on the left of his chest, hollowed to make space for absorbing Kakashi; overall he appears gaunt to the point of emaciation, the whites of his eyes reversed and his sewn-shut mouth resembling that of a rag doll.

Though nature granted him nothing, Hiruko engineered the Chimera Technique, a forbidden method that grafts other ninja's bodies onto his own to seize their traits and bloodlines as if born with them. By the time of the film he has claimed four elemental kekkei genkai, Steel, Swift, Dark, and Storm, and a patch on his palm lets him drink in any jutsu hurled his way. The Dark, Steel, and Swift natures render him untouchable by ninjutsu, blades, and unarmed strikes in turn. His Storm element conjures thunderheads that shock or siphon chakra, his Swift element grants blinding speed from every angle, and the loosened bandages around him serve as whips strong enough to cut or shatter stone.

Hiruko can also absorb techniques outright and turn them against their owners: earth chakra taken from Konoha's Anbu lets him command the ground like a vast set of jaws, Kakashi's Lightning Cutter becomes a ranged weapon in his hands, and a stolen Big Ball Rasengan swells larger than usual. The same technique spawns literal chimeras, from a bird that sheds exploding feathers to wolf-like beasts armed with tentacle limbs. Beyond that, he brands victims with a puppet curse to command them years later, projects a giant image of himself to address all Five Great Shinobi Countries at once, summons his followers to fight for him, and lays barriers to ensnare anyone entering his lair.

An old friend of the Sannin from the same generation, Hiruko burned to become a formidable ninja yet was born without a single innate gift, a lack that gnawed at him and drove him to grotesque human experiments. After the Third Shinobi World War exposed his research, he insisted the Third Hokage had ordered the Sannin to kill him and fled Konoha as a missing-nin, his fixation hardening into a plan to make himself the perfect, deathless shinobi and wage war on the world out of spite. Only in his final moments does regret catch up with him.

Years on, ninja carrying bloodlines start vanishing from Kumogakure, Iwagakure, Kirigakure, and Sunagakure, and suspicion falls on Konoha. After Hiruko's monsters attack Sai and Team Kakashi near Mount Shami and his chakra-draining assault buries a Konoha Anbu squad, he projects himself into the sky above the village to proclaim his goal: absorb the Land of Fire's bloodlines, achieve immortality, and open a Fourth Shinobi World War to conquer everything. His scheme hinges on a fifth kekkei genkai, the Sharingan Kakashi inherited from Obito Uchiha, whom Hiruko had branded with a puppet curse long before. Timing his ritual to a solar eclipse, he lures Kakashi to Mount Shumisen, but as he tries to absorb him a seal Tsunade planted nearly destroys him and Naruto pulls Kakashi free. In the fight that follows Hiruko soaks up their attacks until Naruto's Wind Release: Rasenshuriken, too intricate to copy, finally undoes him, and he dies trading final words with Kakashi about the difference between perfecting oneself alone and bonding with others.
