Kazan is a Yugakure shinobi and disguise master known as the Hundred Transformations Kazan, introduced in the film Naruto the Movie: Blood Prison. Hired by Mui, he frames Naruto for a string of killings, then repays a debt by fighting at Mui's side until Muku strikes them both down.
Short and bald, Kazan sports a brown goatee below a pair of dark eyes. His clothing layers a green, long-sleeved kimono shirt trimmed in white beneath a sleeveless yellow jacket that a wide sash cinches shut. Black trousers, soft Chinese-style shoes, and what looks like a scarf around his neck round out the ensemble.
Kazan's signature is the Transformation Technique, which he pushes to such heights that he can take on anyone's shape to hide who he truly is, earning him the title Hundred Transformations Kazan. A proud man bound by loyalty and the urge to settle debts, Kazan takes Mui's contract and disguises himself as Naruto Uzumaki, cutting down jonin out of Iwagakure and Kumogakure and even trying to strike down the Fourth Raikage, all to pin the crimes on the real Naruto so Mui can exploit him. He later slips into Hozuki Castle and torments its jailers, driven by their capture of his son. Cornered atop a cliff by Mui and a band of masked figures, he is paralysed and dropped into the sea, only for Mui to fish both him and his son out on a whim. Grateful, Kazan then battles alongside Mui and even wears his face, blocking the council that wants to keep him from squandering the single wish of the Box of Ultimate Bliss. When Mui's own son Muku fells him, Kazan rushes the youth in a bid for vengeance, but Muku tears him apart with his bare hands.
