Tobi, whom Obito Uchiha dubbed Guruguru for the swirl covering his face, was one of the earliest people caught in the Infinite Tsukuyomi. Reworked into a spiral-marked Zetsu, he served Madara, befriended the young Obito, and much later fought the Allied Forces during the great war.
Tobi was pure white all over, instantly recognisable by the spiral that coiled across his entire body and closed into a round eyehole. That pattern left his forearms and lower legs bare, yet it could split apart in the way the original Zetsu's flytrap halves did, exposing that he was hollow within. His body was fully formed and defined, though it bore no openings of any kind. Whether wrapped around Obito or fighting in the Fourth Shinobi World War, he draped himself in an indigo cloak.
He began as a human swept into Kaguya Otsutsuki's Infinite Tsukuyomi, bound to the God Tree over years until he changed, then sealed inside the Demonic Statue of the Outer Path. Madara summoned that statue to grow a great tree from Hashirama Senju's cells, and Black Zetsu drew Tobi and White Zetsu out of it, reshaping them with the same DNA so that Madara mistook the two for flawed Hashirama copies. Assigned to keep the newly rescued Obito worth Madara's investment, Tobi met the boy beneath the Mountains' Graveyard and, with White Zetsu, took to needling him about what he mumbled in his sleep and the workings of the human body, curiosity about bowel movements especially. The teasing gave way to genuine friendship. Tobi held that the Eye of the Moon Plan would benefit humankind and viewed Madara as a kind man, and his own generous streak showed when he and White Zetsu chose to help Obito without waiting for permission. By the time of the Fourth Shinobi World War his manner had hardened, turning far more solemn much like Obito himself, and a cruel edge had crept in, so that he came to savour taking lives as a kind of relief, though his fascination with digestion never faded.
Tobi carried the general capabilities of a White Zetsu, among them the Mayfly technique, and like them he could endure without food or water, boasting of a vocabulary and mind he claimed outstripped a human's. His signature trick was to open his upper half completely and wear another person inside himself like a suit. This came into play when White Zetsu reported Kakashi and Rin cornered by Kirigakure ninja: Obito shattered his artificial arm trying to smash the boulder sealing the exit, so Tobi offered his body as a shell to reach the surface. Latching onto Hashirama's living clone to tap the Demonic Statue's power, he broke through the rock and encased Obito, steering him toward the fight while noting that the Senju cells now in Obito could awaken a rare strength. They arrived too late, finding Rin already run through by Kakashi's Chidori, and Tobi looked on as a grief-maddened Obito butchered the Mist shinobi with Kamui and Wood Release, marvelling that the boy could already wield the Senju art. His own genes were nearly identical to Hashirama's, granting him Wood Release at a weaker level along with knowledge of several of its techniques. Years on, in the Fourth Shinobi World War, he housed Yamato inside himself and used that captive's power to take on thousands of the Allied Shinobi Forces and several Kage at once, raising a huge wooden statue, the Kanzeon Lotus King, through which he unleashed all five nature transformations together and swung its thousand arms to devastating effect. His body proved extraordinarily durable, brushing off a point-blank Water Gun: Two Guns and shaking off a cursed seal within seconds. Sent onto the field to buy the reviving Ten-Tails time, he impaled Karin with the Wood Release: Cutting Technique to keep her from saving Sasuke, then had the side of his head blown open, revealing Yamato lodged within. When Madara triggered the Infinite Tsukuyomi, Tobi broke off the battle, declared his task finished, and expelled Yamato. After Naruto and Sasuke dispelled the jutsu, he was last seen clutching desperately at Yamato as he crumbled to nothing.

The transformation everyone knows, the follow-up question nobody would touch. Why we made a smooth R&B track about the golden glow Dragon Ball never talks about....
No, Tobi is not the same person as Obito Uchiha; this Tobi is a modified White Zetsu whom Obito nicknamed Guruguru for the swirl covering his face, and the two later became close allies under Madara.
As the years passed and Obito grew more solemn, Tobi's own manner hardened, turning cruel and finding a grim satisfaction in killing, even as his fascination with human digestion never faded.
Tobi fought in the Fourth Shinobi World War using Yamato's captured power to battle thousands of the Allied Shinobi Forces, and after Madara's Infinite Tsukuyomi was dispelled by Naruto and Sasuke, Tobi disintegrated while clutching desperately at Yamato.
Tobi is a modified White Zetsu, originally a human swept into Kaguya Otsutsuki's Infinite Tsukuyomi and bound to the God Tree, later drawn out and reshaped with Hashirama Senju's cells alongside White Zetsu.
Tobi's signature ability was encasing another person as a living suit, a trick he used to carry Obito to the surface after Obito shattered his artificial arm, and later to conceal Yamato during the Fourth Shinobi World War.
