Declaration of War (Boruto episode)

Feeling changed by his friendship with Boruto, Kagura asks Chōjūrō for a trial to earn the right to wield Hiramekarei, and the Mizukage happily allows him to reclaim the sword from storage. While Kagura trains and thanks Boruto for pushing him toward the decision, Shizuma ambushes both of them with water prisons. Shizuma means to end Kiri's era of reconciliation by killing Boruto and igniting a war, painting Chōjūrō and Mei as leaders who quietly dispose of anyone who disagrees with them.

Shizuma leans on their shared past, reminding Kagura how he once stopped him from killing an Academy student and stood by him when others turned away, showing the old scar Kagura left on him. When Kagura keeps refusing, Boruto fights, electrifying his shuriken and slipping past Shizuma's swordsmen with Wind Release to strike, only to be countered by Water Release. Kagura draws Hiramekarei and demands answers, and Shizuma, insisting Boruto's death would collapse every peace treaty, tells the boy to carry word to his father that war has begun before leaving with his allies and a willing Kagura.

Boruto wakes to Sarada tending his wounds, having been found thanks to Tsurushi, who abandoned Shizuma after a beating. Tsurushi explains that Shizuma is exploiting Kagura's guilt to control him, and Boruto resolves to stop the conflict from spreading as Kagura opens the vault of shinobi swords to the rebels. The episode belongs to the School Trip arc and pairs the opening OVER with the ending I Keep Running. In several shots Kagura appears without his gloves.
