Declaration of War (Naruto episode)

After using Kamui to move Sasuke and Karin somewhere safe, the man calling himself Madara lays out his ambition to the five Kage. He recounts how the Sage of Six Paths, bearer of the Rinnegan, once subdued the Ten-Tails and sealed it inside himself. Fearing the seal would fail upon his death, the Sage split the beast's chakra into the nine tailed beasts and scattered them, while its hollow body was cast into the sky to become the moon.

Madara declares he will gather all nine beasts to rebuild the Ten-Tails, become its jinchūriki, and project an Infinite Tsukuyomi from the moon to bend every mind toward a war-free world under his control. He warns that interference in his hunt for the Eight-Tails and Nine-Tails means war, then reveals that the Akatsuki botched the capture and that Killer B still lives. When the Fourth Raikage refuses to hand over his brother and Gaara refuses to surrender Naruto, Madara proclaims the Fourth Shinobi World War underway, boasting he already commands the power of seven tailed beasts before teleporting off.

The Kage reject the Third Tsuchikage's idea of fielding the two jinchūriki, choosing instead to hide and guard Naruto and Killer B. Suna, Kiri, Iwa, and Kumo unite as the Allied Shinobi Forces with Mifune pledging the Land of Iron, and with Danzō having fled, Gaara vouches for Kakashi as Konoha's trusted link. Meanwhile Naruto's attempt to sense Sasuke through Sage Mode is broken by Lee, Kiba, Sai, and an urgent Sakura. The episode adapts chapters 467 and 468.
