Cypher Division

Also called the Intel Cypher Division, this was Kirigakure's secret intelligence squad, moving through the shadows with encrypted material in their keeping. Their assignments centered on carrying and safeguarding codes that the village prized above almost anything else.

Fuguki Suikazan tapped Kisame Hoshigaki to shield the squad and, more importantly, to keep the codes they transported out of enemy hands. Trouble arrived when the master interrogator Ibiki Morino boxed the group in. Recalling that his superior had drilled into him the idea that the codes outweighed the life of any single member, Kisame steeled himself and cut down his own comrades, choosing wholesale slaughter over the risk of the secrets being extracted.

Kisame Hoshigaki served as the division's assigned protector, the one man standing between the codes and capture. Fuguki Suikazan, his superior, was the figure who placed him in that role and impressed upon him the ruthless value the village set on its secrets.
