Officially the force existed to police the village's own ranks, described as elite shinobi set to watch over fellow shinobi. Its members drew mostly from the Uchiha, since, as Itachi reasoned, only powerful ninja could bring other ninja to heel. The organization could not detain Anbu operatives without a warrant, because Anbu answered straight to the Hokage, and that gap in authority bred friction between the two bodies. Its emblem, a four-pointed star bearing the Uchiha crest, later had that crest swapped for the Leaf symbol once the clan fell.
