Rather than serving Amestris in the open, it answers in secret to the homunculi, engineering conflicts abroad while keeping the nation's hands appearing clean and its people trusting.
History
The division's most consequential operation was the deliberate spark of the Ishvalan war. To bury the truth, every special-operations soldier involved was funneled into Laboratory 5 for human experimentation and silenced. Official Amestrian history instead blames the war on a soldier named Juliet Douglas, said to have shot an Ishvalan child, masking the fact that the entire conflict had been provoked on purpose.
