Executive Order Number 3066, called Presidential Decree Number 306 in the manga, is the ruthless military edict that turned the tide of the Ishvalan war. Issued in 1908, it recast Amestris's Ishvalan soldiers as traitors and unleashed the State Alchemists as living weapons against their own people.
The order enters the record in 1908, handed down by the Amestrian head of state, Fuhrer King Bradley. Its terms were twofold and brutal. First, every Ishvalan serving in the State Military was to be stripped of that service and locked away as a traitor. Second, any State Alchemist whose talents suited the battlefield was to be dispatched to the front, deployed as a human weapon in an outright campaign to wipe out the population of Ishval.
The decree's whole character is one of engineered slaughter. Rather than seeking a settlement, it reframed an entire people as enemies of the state and converted the military's most gifted alchemists into instruments of extermination. It stands as the policy that most starkly exposes the lengths to which Amestris's leadership would go in the name of a swift, total victory.
By loosing the alchemists onto the front lines, the order dragged the drawn-out conflict to a rapid conclusion, ending seven years of continuous fighting in short order. Commentary has noted that its number seems deliberately chosen: 3066 echoes the real Executive Order 9066, the 1942 measure that sent Japanese American citizens into internment camps after the attack on Pearl Harbor. The same number also recalls the fictional Order 66 of Star Wars, the command to hunt down the Jedi, itself widely read as a nod to that same wartime decree.
