Raul is a Cretan military officer and the hidden antagonist of the film Fullmetal Alchemist: The Sacred Star of Milos. Operating under the false identity of a Milosian activist named Alan, he infiltrates the resistance while secretly serving a plot to seize Table City.
Through most of the film Raul is seen not as himself but as Alan, the ragged persona he adopts of a Milosian dissident driven into the valley beneath Table City. The disguise is convincing enough that no one around him suspects a foreign agent hiding behind the worn look of a local activist.
Raul is a disciplined and calculating operative, able to maintain a false identity for years without slipping. He commits fully to his role, feigning loyalty to the Milosian cause and even manufacturing open hostility toward an ally to steer suspicion away from himself. That control masks a cold readiness to manipulate the very people who trust him, which makes his eventual exposure one of the story's sharpest reversals.

An officer of Creta's army, Raul was recruited by Security Chief Atlas, who schemed to capture Table City and forge an independent nation strong enough to defy both Amestris and Creta. To carry out the plan, Raul built the identity of Alan, positioning himself in the valley below the city to watch over and protect Julia Crichton. He also embedded himself in the Black Bats, the militant group founded by Miranda to advance Milosian independence by any means necessary, and rose to become her trusted right hand. When Atlas arrived posing as Ashley Crichton, Alan publicly bristled at him so no one would link the two, yet he ultimately helped Atlas produce the Sanguine Star. His death came in 1914 at Table City, and only in the story's climax is his real face as a Cretan spy and Atlas's partner revealed.
