Ishiwata

Ishiwata was a Japanese man with black hair and matching dark eyes. His usual attire ran to an unremarkable gray suit paired with black dress shoes.

Ishiwata built his fortune on exploitation, using the Tokyo Rising reconstruction as a vehicle to enroll refugees illegally as citizens. Many of them performed no labor at all, yet their names let him draw a government restoration stipend while pocketing cheap or absent manpower, marking him as a calculating profiteer of the welfare system.

Section 9 learns of Ishiwata through Purin, who names him among the many people slain by Sanji Yaguchi. Purin lays out how the construction owner secured fraudulent citizenship for refugees and listed them as laborers on the Tokyo Rising project, a scheme that fed him state subsidies and inexpensive workers. Forensics tied Sanji to the killing once fragments of flesh left at the scene proved, under Purin's DNA analysis, to belong to the murderer rather than to the victim.

The Major reasons that Sanji struggled to finish the job with his left hand and afterward swapped it for the prosthetic he now carries. Purin then produces a roster of people linked to the project who collected benefits without ever working, leading Togusa to conclude that Sanji had been hunting those who defrauded the system. The official who approved the refugees' citizenship is identified as Koichi Tadakoro.
