Kaoru Yakushima

The series presents Yakushima as an aging statesman, marked chiefly by a head of gray hair and the composed bearing of a man who has spent decades near the center of power.

Yakushima operates almost entirely from behind the curtain, preferring to move events through proxies and leverage rather than open confrontation. He is calculating and ruthless, ready to dismantle an entire agency, leak damaging footage, or let his own allies fall if it shields him. Self-preservation dictates nearly every decision he makes, and he never flinches at sacrificing others to keep his crimes buried.

Little of Yakushima's early life is documented. He built his career inside the Maritime Self-Defense Forces, climbing to Chief of Staff before trading uniform for the legislature. Even then his record was stained: investigators accused him of siphoning military funds into a personal war chest, and the prosecutor leading that inquiry is thought to have been killed on his orders. Once seated in the Lower House, he helped transfer authority over new medical patents to the Ministry of Health, Labor and Welfare, just as cyberbrain sclerosis spread and pharmaceutical firms scrambled to profit from a cure.

At the heart of Stand Alone Complex sits his hidden role as leader of a government cabal that fabricated the Laughing Man legend, exploiting the resulting panic to sell nanomachine treatments for that same disease. He mostly stays out of sight, surfacing to hand the NARC unit combat gear during Section 9's effort to detain Dr. Imakurusu. When the agency drugs Aramaki and nearly kills Major Kusanagi during a body-swap operation, its investigators trace the conspiracy straight back to him.

Anticipating exposure, Yakushima leaks recordings of Kusanagi interrogating Ernst Serrano to reporters, painting Section 9 as the likely kidnapper and threatening a scandal only months before a Lower House election. To shield his party, the Prime Minister signs the Special Forces Restriction Bill, unleashing the covert Umibozu to wipe out the unit. The maneuver hands the ruling party its win, but afterward Aramaki quietly delivers the evidence needed to prosecute Yakushima to the Ministry of Justice, buying his people their survival in exchange. Yakushima appears only once on screen, glaring at Aramaki as he surrenders himself. His downfall is sealed in 2nd GIG, when Section 9 uncovers his concealed fortune, recently changed from digital credit into physical cash through Chairman Tadokoro, and seizes it for good.
