Kunihiko Nibu

Nibu is defined by duplicity. On the surface he leads the search for the Laughing Man, yet underneath he works hand in glove with crooked police and figures such as Daito, guarding his schemes with cold ruthlessness. He is willing to surveil, intimidate, and, it is strongly implied, kill in order to keep the conspiracy hidden.

Officially, Nibu heads the task force chasing whoever set the Laughing Man case in motion. In truth he answers to a concealed network that includes Police Commissioner Daito, and he keeps tabs on his own detectives by having illegal transmitters planted inside their eyes. Trouble arrives when the detective Yamaguchi uncovers the secret.

One rainy evening Nibu appears drenched and unsettled, reaching into his coat as if to threaten his colleague. Yamaguchi departs and reaches out to Togusa, an old friend now serving with Section 9, meaning to expose the plot. Before he can, the implants in his eyes are triggered, quite possibly by Nibu through a device in that pocket, blinding him and sending him into a fatal crash and fire. Struck by the timing, Togusa digs into the death, and Section 9 leans on contacts in the press to hound Nibu until a camera catches him snatching a recorder from a reporter. At the ensuing press conference, Daito publicly demands his immediate resignation.
