Before his collapse he served the American Imperial Navy as a petty officer, and it was the covert CIA operation Project Sunset, run during the Fourth World War, that turned him murderous. By 2032 he is loose in Japan, where he flays six victims alive; five die and only Purin Ezaki lives, a fact the later SAC_2045 storyline expands by revealing that her own family were among the dead. The CIA hopes to erase the problem quietly and steers the killing toward Batou of Section 9, who had also passed through Project Sunset as a Ground Self Defense Force Ranger yet came out sane. Batou refuses the script, taking Amoretti alive rather than gunning him down. The prisoner is ultimately handed back to the American Empire, with Batou voicing contempt for how that nation treats the soldiers it once used.
